Today (7), Japan’s Atomic Energy Regulation Authority issued the acceptance certificate of the Fukushima First nuclear power plant nuclear contaminated water discharge facility to Tokyo Electric Power Company. This means that the Japanese government and the Tokyo Electric Power Company are fully prepared for the release of nuclear contaminated water into the sea. The Environment and Ecology Bureau of the Hong Kong SAR Government (hereinafter referred to as the “Environment and Ecology Bureau”) replied to GDToday and South + reporters that once Japan starts discharging nuclear-contaminated water, the SAR Government will immediately adopt strict import control measures, including banning the import of aquatic products from high-risk areas along the coast of Fukushima.

According to the Environment and Ecology Bureau, the protection of food safety and public health in Hong Kong is the primary consideration of the SAR Government, and the SAR Government will ensure that all food sold in Hong Kong is safe and fit for consumption. The inter-departmental task force set up by the SAR Government in response to Japan’s nuclear contaminated water discharge plan is reviewing the contents of the concluding report issued by the International Atomic Energy Agency (IAEA) on 4 July, and has sought more relevant information and scientific evidence on how to ensure the safety of discharge, so as to conduct further risk assessment on the discharge plan with a view to determining specific countermeasures. Includes the range of affected prefectures in Japan.

It is understood that after the Fukushima nuclear power plant accident in Japan in 2011, the SAR government immediately restricted certain food products from Fukushima and four other prefectures (Chiba, Gunma, Ibaraki, Tochigi) from entering Hong Kong. At present, Hong Kong bans the import of all vegetables and fruits, milk, milk drinks and milk powder from Fukushima Prefecture. Food from the four prefectures near Fukushima (Chiba, Gunma, Ibaraki, Tochigi) must be accompanied by a radiation certificate issued by the Japanese authorities and an exporter’s certificate before import. In addition, all frozen or frozen game, meat and poultry, poultry eggs, and live, frozen or frozen aquatic products from the above five prefectures must be accompanied by a radiation certificate issued by the Japanese authorities, otherwise they are prohibited from importation into Hong Kong.

According to the Census and Statistics Department of the Hong Kong Special Administrative Region Government, in 2022, Hong Kong’s food imports from Japan accounted for about 2% of Hong Kong’s total supply; Among them, all types of meat (except chilled beef), vegetables, fruits and dairy products imported from Japan account for less than 5% of the local food market; Aquatic products accounted for about 6.75% of local consumption.
